NBS Report 9981 Part 2. The National Bureau of Standards (NBS) Reports were preliminary or progress accounting documents intended for use within the government. Before material in the reports was formally published, it was subjected to additional evaluation and review. The reports were often called “graybacks” because of their gray covers. The Director of the National Institute of Standards and Technology approved the NBS Reports for public release on October 9, 2015.
